Santa Rosa Sound sits between the mainland and Santa Rosa Island. From Navarre you can paddle grass flats, channel edges, and dock lines without taking Gulf chop in the face. That is the appeal. The mistake is treating a kayak like a lawn chair that happens to float.
License: the part people get wrong
The Florida Fish and Wildlife Conservation Commission is unambiguous. A saltwater fishing license is required to take or attempt to take saltwater fish (and various other marine organisms). The no-cost resident shoreline-only license is valid from shore or a structure attached to shore. It is not valid from a vessel, and a kayak is a vessel. It is not valid if you reached a shoreline by boat and then got out.

Buy at GoOutdoorsFlorida.com. If you keep snook, you also need the snook permit ($10 annual) — and you still have to follow closed seasons and slots. Check the current FWC saltwater regulations or the Fish|Hunt Florida app before you decide a fish is “probably fine.” We are not printing bag limits here because they change and a stale number on a blog is how people get tickets.
Kids under 16 and some other groups are exempt from a license. Read FWC’s “Do I need a license?” page rather than taking a friend’s word on the ramp.
Fishing from the Navarre Beach Pier is a different deal: fishing admission includes a license for fishing from that pier. That courtesy does not follow you into a kayak.
Safety gear FWC actually requires
Under Coast Guard and FWC rules, human-powered kayaks, canoes, and paddleboards (except paddleboards used in designated swim/surf/bathing areas) are vessels.
- One U.S. Coast Guard–approved wearable life jacket per person.
- Children under 6 must wear it while the vessel is underway. Everyone else is strongly advised to wear it, which on the Sound in summer traffic is not a style choice.
- A sound-producing device (whistle) audible at least a half nautical mile.
- A white light if you are out after sunset or in restricted visibility.
- Night visual distress signals if you are on coastal waters after dark. Manually propelled boats under 16 feet are not required to carry day VDS.
Nonmotorized vessels under 16 feet generally do not need Florida registration. Add a motor and that changes.
Where to launch in Navarre
Santa Rosa County’s sound-side public launch at Navarre Beach Marine Park sits behind the Red Drum Pavilion, with accessible boardwalks tying it to parking and the pavilion. County beach staff: 850-981-8888. Storms rearrange this island; if you need ADA access on a specific day, call. There is also a Gulf-side scene that is a different paddle and a worse idea for a first Sound trip.
Bring a way to secure the boat while you fetch the car. Bring water. Summer Sound water is hot and still; “it’s only a two-hour paddle” is how people get cooked.
What people actually fish for
Inshore here is the usual Northwest Florida mix: spotted seatrout, redfish, flounder, sheepshead, the occasional mangrove snapper around structure. Live shrimp under a popping cork is the tourist-proof starting point. Soft plastics at first light if you already know what you are doing. We are not going to pretend a website can replace a tide chart and looking at the water.
Kit worth buying once
PFD you will wear in August
A foam work vest you leave in the hatch does not count as a personality. Low-profile kayak inflatables and vented foam PFDs exist because people refuse to wear brick vests. Pick one that is USCG approved and that you will keep on.
Whistle, light, leash for a paddle
A $8 whistle on the PFD. A waterproof flashlight. A paddle leash so a powerboat wake does not donate your paddle to Alabama.
Anchor or stake-out pole for grass flats
A folding grapnel is enough in the Sound if you know how not to snag grass. A stake-out pole is cleaner in two feet of water. Do not block a channel while you “just fish this one hole.”
Pair this with the bug guide if you launch at dawn from a marshy edge. The Sound at first light is prime for trout and for midges.
